On April 1, 2024, City Council approved an agreeme
nt with Moffatt & Nichol for professional design and consultant services for design related to “spot” dredging of 2,000 cubic yards of accumulated sediment within Marina Lagoon. While the City continues to pursue funding to perform a large-scale dredge of Marina Lagoon (up to 275,000 cubic yards of dredge and with an estimated cost of over $100M), the specific areas of dredging for this smaller-scale project were identified as the inlets of Leslie Creek, Borel Creek, and Laurel Creek. The locations of the “spot” dredge were approved through various permits with regulatory agencies (including U.S. Army Corps of Engineers, California Department of Fish and Wildlife, and the Regional Water Quality Control Board).
During design d
evelopment, Moffatt & Nichol showed that concentrating the “spot” dredging near Leslie Creek and Borel Creek would be more effective to restore hydraulic connectivity in Marina Lagoon, as opposed to dispersing the “spot” dredging over three areas. Based on the analysis, the City submitted permit amendments to concentrate the “spot” dredging near the inlets of Leslie Creek and Borel Creek, with the understanding that dredging near Laurel Creek would be reserved for a large-scale dredge.
On February 5, 2025, the Dredged Materials Management Office (DMMO) approved the Sampling and Analysis Plan (SAP) submitted by Moffatt & Nichol’s team. The project was advertised for bids on June 3, 2025, and commencement of the project will be pending final approval from DMMO.
