3rd Ave. and Norfolk St. Intersection Safety Improvements

This project will modify the intersection of 3rd Ave. and Norfolk St. to improve pedestrian and bicycle safety, especially for people using the 3rd Ave. overcrossing of Highway 101.

The project will also improve the bicycle connection between the intersection of 3rd Ave. and Norfolk St. and the San Mateo Creek bicycle path.

3rd and Norfolk Safety

Construction Update - 5/16/2025

Phase 2 of construction will be starting around the first week of June. Work will begin with completing project drainage improvements and paving the southbound Norfolk lanes adjacent to the new sidewalk and bike path. Work will then move to the 3rd Ave median to extend the median nose and part of the barrier wall to create additional space for pedestrians and bicyclists at the median. Work will wrap up with crack and slurry sealing the intersection and Norfolk St, north of the intersection. Most of the lane and crosswalk striping work will be completed during this phase. 

Work tasks during this phase of work are anticipated to have more significant traffic impacts than previous work

Please note that the new bike path and crossings will remain closed until the new signal modifications and operations have been implemented to ensure all users can benefit from the safety and operational improvements.

Construction Overview

Due to the increased lead time needed to procure certain traffic signal equipment, construction will take part in three phases. 

  • Phase 1 - February to April 2025 - COMPLETE
    1. Concrete work including: new sidewalk, planting strip, retaining wall, corner ramp and Norfolk median modifications
    2. Installation of underground conduit and foundations for new signal poles
    3. Relocation of existing street light poles
    4. Installation of new drainage pipe, manhole and connections on Norfolk between 3rd Ave and the Creek Trail (partially complete) 
  • Phase 2 - June to July 2025 (some work planned when schools are out)
    1. Completion of drainage improvements (requires lane closures on 3rd Ave and Norfolk St)
    2. Paving of southbound lanes adjacent to new sidewalk & bike path (requires detour of southbound traffic)
    3. 3rd Ave median work – extending median barrier, reconstructing median nose (requires lane closures on 3rd Avenue, this work to start at the beginning of summer break)
    4. Slurry seal intersection and Norfolk St. (requires shifting traffic control and lane closures)
    5. New signage and street markings to be installed (bike crossings to be installed during Phase 3).
  • Phase 3 – Anticipated Late 2025 to Early 2026 (when signal equipment is received)
    1. Traffic signal equipment installation and modifications
    2. Incorporation of all signal operations changes, including new bike signals, “no right on red” signs, new right-turn signals for southbound and eastbound movements, etc.
    3. Installation of bike crossing markings
    4. New bike lanes to open*
    5. Operational monitoring

Note that all proposed traffic signal operations, new bikes lanes and bike signal changes will only be operational after completion of Phase 3. Until then, the traffic signal and bike lanes will continue to operate similar to pre-construction conditions. This is to ensure safety of all users while the work is underway.
