Marina Lagoon Spot Dredging
June 2026 Update
On May 11, 2026, City Council awarded the contract for performing the Marina Lagoon Spot Dredging Project to MidCal Dredging, Inc. The City issued a Notice to Proceed to MidCal Dredging, Inc. on June 3, 2026.
June 2026 project activities will include minor project activities such as supplemental sediment sampling and pre-construction surveys as required by regulatory agencies. In-water work is anticipated to begin July 2026. The location of the staging area and dredge areas are shown in the figure below:
Additional safety requirements and project considerations while in-water work is in progress are provided below.
Boating Safety Requirements
Please be aware of the following safety measures that will be in place during construction this summer:
- Restricted Areas: Active dredging zones will be clearly marked with yellow and orange buoys and may be temporarily restricted to vessel traffic.
- Clearance Requirement: Once in the water, vessels are required to obtain permission from the dredging crew prior to operating within 60 feet of dredging equipment.
- Compliance: Boaters must always comply with posted signage and directions from on-site personnel.
Additional Considerations
- The community can expect increased construction noise and activity during work hours (approximately 8:00 AM to 3:00 PM).
- While pedestrian or bicyclist access will be maintained to the walking trail between Anchor Road and Marina Lagoon Pump Station during construction, construction crews may ask pedestrians or bicyclists to wait temporarily while equipment crosses the trail.
June 2025 Update
On April 1, 2024, City Council approved an agreement with Moffatt & Nichol for professional design and consultant services for design related to “spot” dredging of 2,000 cubic yards of accumulated sediment within Marina Lagoon. While the City continues to pursue funding to perform a large-scale dredge of Marina Lagoon (up to 275,000 cubic yards of dredge and with an estimated cost of over $100M), the specific areas of dredging for this smaller-scale project were identified as the inlets of Leslie Creek, Borel Creek, and Laurel Creek. The locations of the “spot” dredge were approved through various permits with regulatory agencies (including U.S. Army Corps of Engineers, California Department of Fish and Wildlife, and the Regional Water Quality Control Board).
During design development, Moffatt & Nichol showed that concentrating the “spot” dredging near Leslie Creek and Borel Creek would be more effective to restore hydraulic connectivity in Marina Lagoon, as opposed to dispersing the “spot” dredging over three areas. Based on the analysis, the City submitted permit amendments to concentrate the “spot” dredging near the inlets of Leslie Creek and Borel Creek, with the understanding that dredging near Laurel Creek would be reserved for a large-scale dredge.
On February 5, 2025, the Dredged Materials Management Office (DMMO) approved the Sampling and Analysis Plan (SAP) submitted by Moffatt & Nichol’s team. The project was advertised for bids on June 3, 2025, and commencement of the project will be pending final approval from DMMO.
