North Shoreview Flood Improvement Project

November 2024 Project Update: 

On November 18, 2024, FEMA formally notified the City of San Mateo that changes shown on Letter of Map Revision (LOMR) Determination Document (dated May 29, 2024) were effective as of October 11, 2024.

The updated Flood Insurance Rate Map (FIRM) show changes in significant portions of the North Central and North Shoreview neighborhoods from Zone AE to Zone X.

What does this mean for you?

  • If your home is now mapped within Zone X (area with reduced flood risk due to levee), flood insurance becomes optional
    1. Please note: Flood insurance requirements are not dictated by the City and a homeowner’s ability to cancel existing policies will need to be addressed directly with mortgage lenders. The City urges residents to make individual decisions regarding flood risk and is not advocating for continuance or cancellation of flood insurance policies.

Lastly, the City of San Mateo would like to remind residents of upcoming special assessments fees. In March 2018, voters of the North Shoreview and North Central neighborhoods approved the formation of a Special Assessment District to contribute funding toward the flood improvements protecting your community. The City deferred collecting fees until a formal resolution from FEMA was finalized. Now with the FIRM update, members of the North Shoreview Flood Assessment District can expect to see a fee on their 2025-26 property tax bills (note: not 2024-25), ranging from $62/year – $178/year for most single-family homes, with the typical amount being $108/year. The special assessment is set to expire 20 years after which the fee will no longer be collected. We understand this may be news to newer homeowners in the area and encourage residents to reach out should they have any questions regarding the assessment district.

Project History:

January April 2023

  • Open Bay Trail to all and demobilize detour by early 2023
  • Reopening of the two close sections of the Bay Trail will occur in two separate phases
  • November 2022 Bay Trail Detour Notice & Map
  • Post construction site restorations, bio retention basins, and all necessary functional features
  • Demobilize construction site

July – December 2022

  • Continue to build new pump stations, electrical buildings, and all other necessary structural features
  • Commission new pump stations

January June 2022 

July – December 2021

  • Continue excavation for new pump stations
  • Underground concrete structures and large retaining walls expected to be in place by the end of this summer
  • By fall, gradually transition to the above ground structures, and later to electrical and mechanical installations

January – June 2021

  • Set new transformer and switch service for existing pump stations
  • Continue levee earthwork including mass grading and excavations 

September – December 2020

  • Groundbreaking and site preparation
  • Close access to Bay Trail near project sites, establish and place signage for residential detour
  • Start Coyote Point Levee Earthwork
