On April 5, 2021, the City Council voted to not approve the proposed ADU/JADU Ordinance Update. As such, the City will defer to state law (Gov. Code Sections 65852.2 and 65852.22) for regulations related to ADU and JADU development, and continue to enforce standards of the City’s existing local ADU/JADU ordinance (SMMC Section 27.19) that are not in conflict with the standards or intent of the state law.
A Preliminary Planning Application (Pre-App) has been submitted for a new townhome development located at 1855 S. Norfolk St, the current site of the Fish Market – San Mateo. The 3.5-acre site is bounded by S. Norfolk St. on the west, Seal Slough on the east, Susan Ct. on the north, and Fashion Island Blvd. on the south. The proposal includes demolishing all existing structures on the site and constructing 74 three-story single family attached homes (15% devoted to the moderate-income level), 45,536 square-feet of open space, and the development of a 20-foot-wide parcel along the slough as a waterfront pedestrian path for the public. The proposed parking will consist of an attached two-car garage for each townhome and 30 guest parking spaces provided throughout the site. The Pre-Application is currently under review with City staff. Following the City’s complete review of the application, the applicant will host a neighborhood meeting, followed by a Study Session with the Planning Commission on dates to be determined.
