You can now securely submit applications and receive virtual over-the-counter building plan reviews all online! Visit our new Online Permit Center to complete a range of residential or commercial building and planning permits. We can accept, review, receive payments, and issue planning entitlements and building permits all remotely through the portal.
We also offer virtual over-the-counter building plan review for minor projects – a remote service that’s much faster than the traditional in-person service at City Hall. Receive virtual review of minor residential projects like bathroom or kitchen remodels with no wall alteration, solar installations, window installations, plumbing or electrical permits and much more! Visit our permit center for a full list of projects. Plan checkers are available for virtual appointments Monday – Friday from 9 a.m. to noon. Appointments can also be made through the Citizen Self-Service Portal.

City Council Election - You Can File to Run! The filing period to run for office in San Mateo County is now open through Aug. 7. There are two seats up for election on the San Mateo City Council Nov. 3, 2020 and those interested in running should contact the City Clerk to learn more and make an appointment to start the process.
It’s always a good time to register to vote! You can search to verify if you’re registered on the San Mateo County Elections Division website.
Concar Mixed-Use Housing Project Heads for Planning Commission VoteThe Planning Commission will review the proposed Concar Passage mixed-use project on July 28 and recommend a decision to the City Council. The proposed project would demolish the existing shopping center (on Concar Drive) to construct a new mixed-use development consisting of five buildings; 961 residential units; 40,000 sq. ft. of commercial uses; on-site parking; and infrastructure improvements. Additional community benefits include 73 affordable housing units, an on-site daycare facility, over 4 acres of public park and plaza space, as well as a financial contribution by the developer to be used toward traffic reduction improvements in the surrounding neighborhood. The proposed businesses would include Trader Joe’s, Peninsula Ballet Theatre, 7-Eleven, and a food hall. The application includes a Development Agreement and Final Supplemental Environmental Impact Report (EIR). Since its submittal in 2018, the project has been reviewed by the community, Planning Commission, and City Council at multiple outreach meetings, study sessions, and public hearings. Following the Planning Commission meeting, the project will be considered for a Public Hearing with the City Council at its Aug. 17 meeting.

Monitoring the Data - What it Means to be on the State's Watch ListPublic health experts are closely monitoring COVID-19 data to determine what businesses can or cannot be open at a given time. With COVID-19 cases and hospitalizations rising across California, a statewide order requires we rollback reopening to protect public health.
Additional business closures are in place for counties on the State’s “watch list,” and as of July 22 San Mateo County is the only county in the Bay Area not on the list. But that could change, and we encourage all residents and businesses to be prepared.
The State is monitoring county data including how rates of infection, hospitalizations, hospital capacity, and deaths. You can review San Mateo County data on the Health System website. There is a dash board with overall information, hospital data, lab testing data, case numbers by city, and more. There are 827 known positive cases of COVID-19 in the City of San Mateo as of July 16.
The following is closed statewide: - Indoor dining at restaurants (outdoor dining is still allowed)
- Wineries and tasting rooms (indoor)
- Movie theaters (indoor)
- Family entertainment centers (for example: bowling alleys, miniature golf, batting cages and arcades) (indoor)
- Zoos and museums (indoor)
- Cardrooms (indoor)
- Bars, brewpubs, breweries, and pubs must close all operations (except those serving food outdoors)
There are further restrictions in place in counties on the watch list including closure of gyms, personal care services like hair and nail salons, places of worship, offices for non-critical infrastructure sectors, and shopping malls. You can help keep San Mateo County of the watch list. PLEASE make sure to wear face coverings and practice social distancing. Your actions today will affect our future.

Health Officer Cautions Against Complacency San Mateo County Health Officer Dr. Scott Morrow issued a new statement July 20 where he describes the coronavirus as “surprisingly” transmissible and cautions against “complacency.” He also notes how fundamental structural inequities in our economy may be causing more people to be infected. Dr. Morrow warns against gatherings of families and friends that people may think are innocent – such as birthday parties, picnics or eating at restaurants with others outside your household – are likely causing the increased spread of COVID-19.
“Our collective best course of action: No gatherings outside of immediate households, use facial coverings extensively, and social distancing,” Dr. Morrow said.

New Outdoor Storytimes!Join us for a socially-distant storytime in our local parks! Our City librarians will be entertaining our families beginning 11 a.m. on July 29, and August 5, 12 and 19 at various City parks! Pre-registration is required and available online or by calling 650-522-7838.
We’ll be sitting in the grass, so please bring your own floor covering. Masks are required for all adults and children over the age of 12. Attendees will need to pass our check-in screening which includes a non-contact temperature check to be admitted. Please bring a shaker and scarf so you can shake and twirl along!

Parking Enforcement ReturnsEnforcement of metered parking, Residential Parking Permit Program (RPPP) areas and street sweeping parking enforcement has returned. However, we will not be enforcing two-hour parking limits in non-RPPP neighborhoods. Please note payment at meters and all downtown parking garages and lots is required and enforced. Street sweeping has returned so you need to move your car as enforcement has restarted. If you park on the street in a residential parking permit program area longer than the posted time limit, please ensure your vehicle is displaying a 2020-2021 residential parking permit or visitor tag. High Speed Rail – Share Your Input An environmental report on the potential impacts of the proposal to bring California High-Speed Rail along the Peninsula is now available and your input is wanted. The public comment period is open through Aug. 24 for the HSR Authority’s Draft Environmental Impact Report for the State’s bullet train section between San Jose and San Francisco. The project section proposes to share the Caltrain tracks along the Peninsula to provide modernized, high-speed rail service from the Salesforce Transit Center in San Francisco to the San Jose Diridon Station.
There are two proposed alternatives that would enable high speed rail trains to share the Caltrain tracks. Both options require right-of-way acquisition, and would impact areas of the City of San Mateo. Public Comment:

Childcare Provider Rental AssistanceThe City of San Mateo has partnered with Samaritan House to provide up to $120,000 in direct rental assistance for in-home childcare providers economically impacted by COVID-19. Funds are distributed on a rolling basis until the funds are depleted. Financial assistance applications are available in English and Spanish.
Start the application process online. Applicants can use the site to upload documents, check the status of their application, and communication with the Samaritan House’s Case Management Team. Childcare providers are encouraged to call Samaritan House with questions at (650) 347-3648.
