Climate Action Plan

Draft 2020 Climate Action Plan General Plan Amendments and Addendum No. 2 to the General Plan EIR
The City of San Mateo has embarked on a community planning effort to update the Climate Action Plan, which includes General Plan Amendments to the Land Use, Circulation, and Housing Elements and an Addendum #2 to the General Plan Environmental Impact Report (EIR). The Planning Commission will be asked to review the materials and provide a formal recommendation of the General Plan Amendments and EIR Addendum to the City Council.

The Planning Commission held a Study Session at City Hall Council Chambers on Wednesday, January 29, 2020. Study Session items are for discussion purposes only, No Vote was taken. 

The proposed project consists of the redevelopment of the 30,994 sf (0.71 acre) lot with a mixed-use project consisting of a four-story 48-unit residential apartment community and 2,665 SF of commercial office space with one level of below grade parking. The residential component consists of a combination of 1 bedroom/1 bath and 2 bedroom/2 bath living units with private open space balconies, organized as four stories of stacked flats over one level of subterranean parking. The parking ratio of 1 space/1 BR and 2 spaces/2 BR (no guest parking) is achieved via the State Density Bonus of 32.5% with 10% of the total living units (4 total) targeted as very low income households.

The Planning Commission held a Study Session at City Hall Council Chambers on Wednesday, January 29, 2020. Study Session items are for discussion purposes only, No Vote was taken. 

A formal preliminary Planning Application “Pre-
App” has been submitted to demolish the existing
structures to construct a 50,091 square foot, four story
mixed-use building. The parcel site is 27,490
square feet (0.63 acre). The mixed-use building
would consist of 7,500 square feet of retail on the
ground floor, office space at level 2, and 18
residential units on levels 2 through 4. The project
also proposes 51 parking spaces in the
underground parking garage.

Effective January 1, 2020, new state legislation (SB 13, AB 68 and AB 881) pertaining to Accessory Dwelling Units (ADUs) and Junior Accessory Dwelling Units (JADUs) provide more flexibility to encourage the construction of ADUs/JADUs. The City of San Mateo has developed materials consistent with these new laws, please check out the updated ADU and JADU webpage for more information!

Strive San Mateo 2040 General Plan


The city is updating the General Plan, which is a road map for the city’s future (through 2040). The General Plan contains policies that will be used by future decision makers regarding topics such as housing, transportation, safety, parks and open space, and how the city adapts to climate change. Community input is a vitally important part of the process to update the General Plan.
We've already heard from the community on the Vision for the future, the ten study areas to analyze first for future change, and ideas on the types of housing, jobs and circulation infrastructure changes that are needed.
The General Plan project team are working preparing draft alternatives which will be shared at community events in March.  Please mark your calendars and make sure to attend one of the following events:

Missed out on past events? You can catch up!
The last workshop was held on Sat, Nov. 6th. Community members gathered to discuss and work in small groups to illustrate their ideas for future land use and circulation changes.
