Pavement Management Program
In 1986, the Metropolitan Transportation Commission (MTC) developed a Pavement Management Program (PMP). This computerized application assists decision makers to evaluate and prioritize the maintenance of a pavement infrastructure and develop cost-effective treatment strategies and schedules.
Prior to the PMP, the City of San Mateo directed a majority of funds toward street reconstruction. With reconstruction costs high, annual funds of about $4.5 million would currently only allow for the reconstruction of 2 miles of street. Meanwhile, the majority of streets faced continual wear and tear leading to a backlog of street repair and maintenance.
In 1995, The City of San Mateo implemented the PMP. Engineers now use this tool to prioritize street repairs and focus on cost-effective techniques to extend the life of the pavement and improve the condition of the overall road network.
